關于建立健全清潔能源消納長效機制的指導意見

提高清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)水(shui)平(ping)是貫徹(che)能(neng)源(yuan)(yuan)(yuan)生產和消(xiao)(xiao)費革命戰略的(de)重要(yao)舉措。近年來,各級政(zheng)府有關部門和能(neng)源(yuan)(yuan)(yuan)企業認真落實《清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)行(xing)動計劃(2018-2020年)》等(deng)文件(jian)要(yao)求,清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)狀(zhuang)況顯著改善(shan)。但隨(sui)著清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)規模不斷擴大,消(xiao)(xiao)納(na)成果還不穩固,局(ju)部地區、局(ju)部時段消(xiao)(xiao)納(na)問題依然存在。為貫徹(che)落實習近平(ping)總書記(ji)“四個革命、一(yi)個合作”能(neng)源(yuan)(yuan)(yuan)安全(quan)新戰略,建立健(jian)全(quan)清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)納(na)長效機制,促進風電(dian)、光伏發(fa)電(dian)、水(shui)電(dian)、核電(dian)等(deng)清(qing)(qing)潔(jie)能(neng)源(yuan)(yuan)(yuan)高質量發(fa)展(zhan),現提出以下指導意(yi)見。
一、構建以(yi)消納(na)為核心(xin)的清潔能源(yuan)發(fa)展機(ji)制
(一)科學確定(ding)清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)率(lv)目標(biao)。以保障電(dian)(dian)(dian)力系統安全高效經(jing)濟運行(xing)為(wei)基(ji)礎,綜合(he)考慮各地區(qu)資(zi)源(yuan)(yuan)(yuan)稟(bing)賦、清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)成本、電(dian)(dian)(dian)力系統消納條件和消納成本等(deng)因素,合(he)理制定(ding)清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)率(lv)目標(biao),穩(wen)步(bu)提升清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)量(liang)在(zai)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消費中的占(zhan)比,促進清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)健康(kang)有(you)序發(fa)(fa)展。國家能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)局組織相關技(ji)術機構,會同省級能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)主管部門、電(dian)(dian)(dian)網企(qi)業、發(fa)(fa)電(dian)(dian)(dian)企(qi)業,合(he)理確定(ding)各省級電(dian)(dian)(dian)網清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)率(lv)目標(biao),定(ding)期(qi)發(fa)(fa)布并適時動態調整(zheng),為(wei)電(dian)(dian)(dian)力系統規劃發(fa)(fa)展和運行(xing)決策(ce)提供指(zhi)導。
(二)加強清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)(na)能(neng)(neng)(neng)(neng)(neng)力(li)分(fen)析。各(ge)級(ji)電(dian)(dian)(dian)(dian)網(wang)企業應結合當地電(dian)(dian)(dian)(dian)力(li)發(fa)展規劃和電(dian)(dian)(dian)(dian)力(li)系(xi)統運行(xing)(xing)情況,進行(xing)(xing)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)(na)能(neng)(neng)(neng)(neng)(neng)力(li)分(fen)析和消(xiao)納(na)(na)空間測算,以各(ge)省(sheng)級(ji)電(dian)(dian)(dian)(dian)網(wang)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)利用(yong)率(lv)目(mu)標為約束,提出(chu)(chu)經(jing)營區(qu)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)可接(jie)網(wang)消(xiao)納(na)(na)規模、預計利用(yong)率(lv)水平,明確測算邊(bian)界條件和并網(wang)消(xiao)納(na)(na)受限原因,提出(chu)(chu)清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)展建議,相關結果(guo)及(ji)時向(xiang)地方能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)主管(guan)部門報(bao)告(gao)。國(guo)(guo)家電(dian)(dian)(dian)(dian)網(wang)公司(si)(si)、南(nan)方電(dian)(dian)(dian)(dian)網(wang)公司(si)(si)及(ji)省(sheng)屬(shu)地方電(dian)(dian)(dian)(dian)網(wang)企業按(an)年度向(xiang)國(guo)(guo)家能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)局報(bao)送本(ben)經(jing)營區(qu)各(ge)省(sheng)級(ji)行(xing)(xing)政區(qu)域清(qing)潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消(xiao)納(na)(na)空間的(de)三年滾動測算情況,國(guo)(guo)家能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)局委托相關技術機(ji)構進行(xing)(xing)評(ping)估,并組(zu)織(zhi)省(sheng)級(ji)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)主管(guan)部門、各(ge)派出(chu)(chu)監管(guan)機(ji)構、電(dian)(dian)(dian)(dian)網(wang)企業、發(fa)電(dian)(dian)(dian)(dian)企業進行(xing)(xing)會商,結果(guo)及(ji)時向(xiang)社(she)會公開發(fa)布。如遇重大邊(bian)界條件變化,及(ji)時研究調整。
(三)統籌推進源(yuan)(yuan)網荷協調發展(zhan)。國家能(neng)(neng)源(yuan)(yuan)主管(guan)部(bu)門研(yan)究制(zhi)(zhi)定各類電(dian)(dian)源(yuan)(yuan)中長期發展(zhan)規(gui)劃目標(biao),各級能(neng)(neng)源(yuan)(yuan)主管(guan)部(bu)門組織(zhi)定期會商,建立(li)健全規(gui)劃執行(xing)約束機制(zhi)(zhi),以及規(gui)劃目標(biao)和(he)年度(du)建設規(gui)模統籌機制(zhi)(zhi),推進電(dian)(dian)源(yuan)(yuan)和(he)電(dian)(dian)網、常規(gui)電(dian)(dian)源(yuan)(yuan)和(he)清(qing)潔(jie)(jie)(jie)能(neng)(neng)源(yuan)(yuan)協調發展(zhan),確保銜(xian)接(jie)一致(zhi)。新增清(qing)潔(jie)(jie)(jie)能(neng)(neng)源(yuan)(yuan)項(xiang)目要嚴格落實電(dian)(dian)力(li)系統消納(na)(na)條件,考(kao)慮清(qing)潔(jie)(jie)(jie)能(neng)(neng)源(yuan)(yuan)消納(na)(na)空間,合理確定規(gui)模、布局和(he)時序(xu),并(bing)(bing)網前原(yuan)則上應與電(dian)(dian)網企業簽訂并(bing)(bing)網調度(du)協議,按電(dian)(dian)力(li)市場規(gui)則與地方政府或電(dian)(dian)力(li)用(yong)戶簽訂中長期購(gou)售電(dian)(dian)協議。清(qing)潔(jie)(jie)(jie)能(neng)(neng)源(yuan)(yuan)項(xiang)目與配套(tao)電(dian)(dian)網工程(cheng)要同(tong)步(bu)規(gui)劃、同(tong)步(bu)建設、同(tong)步(bu)運行(xing),創新清(qing)潔(jie)(jie)(jie)能(neng)(neng)源(yuan)(yuan)項(xiang)目和(he)配套(tao)電(dian)(dian)網工程(cheng)核(he)準機制(zhi)(zhi),提(ti)高核(he)準效率,提(ti)升清(qing)潔(jie)(jie)(jie)能(neng)(neng)源(yuan)(yuan)并(bing)(bing)網時效性。
二、加(jia)快形成有(you)利于清潔能源消納的電力市(shi)場機(ji)制(zhi)
(四)完善輔(fu)(fu)助(zhu)服(fu)務機制(zhi)。深(shen)入推進各(ge)(ge)(ge)省、區(qu)(qu)域(yu)電力(li)輔(fu)(fu)助(zhu)服(fu)務市場建設,實現(xian)電力(li)輔(fu)(fu)助(zhu)服(fu)務市場全覆蓋。電力(li)現(xian)貨試點(dian)地區(qu)(qu)要加快配(pei)套調頻(pin)、備用(yong)市場建設。豐(feng)富輔(fu)(fu)助(zhu)服(fu)務參與(yu)主(zhu)體,推動(dong)(dong)電儲(chu)能、需求側響(xiang)應等(deng)參與(yu)。完善輔(fu)(fu)助(zhu)服(fu)務補償機制(zhi),合理加大補償力(li)度(du),推動(dong)(dong)電力(li)用(yong)戶參與(yu)承擔費(fei)用(yong),激勵(li)各(ge)(ge)(ge)類靈活性資源主(zhu)動(dong)(dong)提供輔(fu)(fu)助(zhu)服(fu)務。國(guo)家能源局各(ge)(ge)(ge)派出監管(guan)機構會同發電企業(ye)、電網企業(ye)定期(qi)開(kai)展監管(guan)區(qu)(qu)域(yu)內各(ge)(ge)(ge)類靈活性資源調節、黑(hei)啟動(dong)(dong)成本分析,評估對清潔能源消(xiao)納貢(gong)獻,定期(qi)向社會公布。
(五(wu))完善電力(li)中(zhong)長期交(jiao)(jiao)易(yi)市(shi)場。推進各地(di)區(qu)(qu)電力(li)中(zhong)長期交(jiao)(jiao)易(yi)在市(shi)場規則、品種、時序等方面(mian)融(rong)合,加(jia)快推進跨省跨區(qu)(qu)優先(xian)發電計劃(hua)放開,不斷健全(quan)省間市(shi)場交(jiao)(jiao)易(yi)機制,創新有利于清(qing)潔能(neng)源消納的(de)交(jiao)(jiao)易(yi)品種,擴大清(qing)潔能(neng)源消納空間。推動適應區(qu)(qu)域(yu)經濟(ji)一(yi)體化要求的(de)電力(li)市(shi)場建(jian)設,具備條件(jian)地(di)區(qu)(qu)要加(jia)快建(jian)立區(qu)(qu)域(yu)電力(li)市(shi)場,研究構建(jian)全(quan)國(guo)統一(yi)電力(li)交(jiao)(jiao)易(yi)組織體系(xi)。
(六)加(jia)快推進電力現貨(huo)(huo)市(shi)場(chang)(chang)(chang)。電力現貨(huo)(huo)市(shi)場(chang)(chang)(chang)運行(xing)初期,風電、光伏發(fa)電、核電保(bao)(bao)(bao)障性收(shou)(shou)(shou)購電量(liang)按(an)“保(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)價(jia)”方(fang)式進行(xing)收(shou)(shou)(shou)購,超(chao)出保(bao)(bao)(bao)障性收(shou)(shou)(shou)購利用小時(shi)數的電量(liang)以“報(bao)(bao)(bao)量(liang)不報(bao)(bao)(bao)價(jia)”或“報(bao)(bao)(bao)量(liang)報(bao)(bao)(bao)價(jia)”方(fang)式參(can)與(yu)市(shi)場(chang)(chang)(chang),未核定保(bao)(bao)(bao)障性收(shou)(shou)(shou)購利用小時(shi)數的地區,在電力系統不具備條件實(shi)現清潔能(neng)(neng)源全(quan)額(e)消(xiao)納(na)時(shi)段,可靈活調整(zheng)“保(bao)(bao)(bao)量(liang)保(bao)(bao)(bao)價(jia)”電量(liang)規(gui)模;水電按(an)照國家相關規(gui)定簽訂的中(zhong)長(chang)期消(xiao)納(na)合(he)同電量(liang),通過約定電力交易曲線(xian)參(can)與(yu)現貨(huo)(huo)市(shi)場(chang)(chang)(chang),實(shi)施保(bao)(bao)(bao)量(liang)消(xiao)納(na)和差(cha)價(jia)合(he)約結算,合(he)同外電量(liang)自主(zhu)參(can)與(yu)市(shi)場(chang)(chang)(chang)。按(an)照《能(neng)(neng)源法(fa)(fa)》《可再生能(neng)(neng)源法(fa)(fa)》等法(fa)(fa)律法(fa)(fa)規(gui)要求,遵循各類(lei)清潔能(neng)(neng)源安(an)全(quan)運行(xing)技(ji)術規(gui)程,明確時(shi)間節點,合(he)理放開不同類(lei)型清潔能(neng)(neng)源保(bao)(bao)(bao)障性收(shou)(shou)(shou)購電量(liang),實(shi)施“價(jia)補分離”,建立不同類(lei)型機(ji)組合(he)理容量(liang)成本(ben)回收(shou)(shou)(shou)機(ji)制(zhi)(zhi),健(jian)全(quan)合(he)約機(ji)制(zhi)(zhi),逐步提升(sheng)清潔能(neng)(neng)源參(can)與(yu)市(shi)場(chang)(chang)(chang)競價(jia)電量(liang)規(gui)模,自主(zhu)確定發(fa)電計劃。
(七(qi))實行可(ke)再(zai)生能(neng)源(yuan)(yuan)電(dian)(dian)(dian)力(li)消(xiao)納(na)保障(zhang)機(ji)制(zhi)(zhi)。省級(ji)能(neng)源(yuan)(yuan)主管(guan)部門、國(guo)家能(neng)源(yuan)(yuan)局(ju)各(ge)派出監管(guan)機(ji)構(gou)、電(dian)(dian)(dian)力(li)交(jiao)易機(ji)構(gou)、售電(dian)(dian)(dian)企業和電(dian)(dian)(dian)力(li)用戶、電(dian)(dian)(dian)網企業,要按照(zhao)《關于建(jian)立健全可(ke)再(zai)生能(neng)源(yuan)(yuan)電(dian)(dian)(dian)力(li)消(xiao)納(na)保障(zhang)機(ji)制(zhi)(zhi)的通知》(發(fa)改能(neng)源(yuan)(yuan)﹝2019﹞807號)有關要求,承擔好(hao)(hao)消(xiao)納(na)權(quan)重的落實責任,推(tui)進(jin)綠證市場(chang)建(jian)設(she),做好(hao)(hao)電(dian)(dian)(dian)力(li)消(xiao)納(na)保障(zhang)機(ji)制(zhi)(zhi)、綠證制(zhi)(zhi)、電(dian)(dian)(dian)力(li)現貨市場(chang)機(ji)制(zhi)(zhi)的銜接。
三、全面提升(sheng)電力系(xi)統調節能力
(八(ba))多維度提(ti)升電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)靈活性(xing)。統(tong)籌電(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)側(ce)、電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)側(ce)、負荷(he)(he)側(ce)資(zi)源(yuan)(yuan),加速形成源(yuan)(yuan)、網(wang)(wang)(wang)、荷(he)(he)協同促進清潔(jie)能源(yuan)(yuan)消納的格局。科學推(tui)(tui)進火電(dian)(dian)(dian)(dian)(dian)靈活性(xing)改造,因地制宜布局燃氣調(diao)峰電(dian)(dian)(dian)(dian)(dian)站、抽(chou)水蓄能電(dian)(dian)(dian)(dian)(dian)站。持續完善電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)主網(wang)(wang)(wang)架,補強電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)建設短(duan)板,推(tui)(tui)進柔性(xing)直流、智能電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)建設,充分發揮(hui)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)消納平臺作(zuo)用。推(tui)(tui)動大容量(liang)、高安全和可靠(kao)性(xing)儲能發展應用。推(tui)(tui)動自備電(dian)(dian)(dian)(dian)(dian)廠、傳統(tong)高載能工業(ye)負荷(he)(he)、工商業(ye)可中斷負荷(he)(he)、電(dian)(dian)(dian)(dian)(dian)動汽車(che)充電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)絡、虛擬電(dian)(dian)(dian)(dian)(dian)廠等參與系(xi)統(tong)調(diao)節。各級能源(yuan)(yuan)主管(guan)部門組織相關技術機(ji)構(gou)和電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)企業(ye),定期開展電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)消納清潔(jie)能源(yuan)(yuan)調(diao)節需求(qiu)測算,制定調(diao)節能力(li)提(ti)升規劃(hua)和路徑。
(九)推動新(xin)(xin)能源發(fa)(fa)電方式(shi)創新(xin)(xin)轉型(xing)。鼓勵建設新(xin)(xin)一(yi)代電網(wang)友好型(xing)新(xin)(xin)能源電站,探索市場化商業模式(shi),開展源、網(wang)、荷一(yi)體化運營示范,通過合理優化風電、光伏、電儲能配比和(he)系(xi)(xi)統設計,在保(bao)障(zhang)新(xin)(xin)能源高效消納利用的(de)同時(shi),為電力系(xi)(xi)統提(ti)供一(yi)定的(de)容量支撐和(he)調節能力。鼓勵建設以電為中心的(de)綜合能源系(xi)(xi)統,實現(xian)電源側風光水火多(duo)能互補,需求(qiu)側電熱冷氣多(duo)元負荷互動,電網(wang)側源網(wang)荷儲協調控制,多(duo)措并舉(ju)提(ti)升清潔能源開發(fa)(fa)利用水平。進一(yi)步完善風電、光伏發(fa)(fa)電渉網(wang)技(ji)術標準(zhun),保(bao)障(zhang)電力安全、可靠供應(ying)。
四(si)、著力推動(dong)清潔能源消納模式創新
(十(shi))探索(suo)建立(li)跨省跨區外送(song)(song)電(dian)(dian)源(yuan)聯合優(you)(you)化配(pei)置機制。鼓勵(li)送(song)(song)受兩(liang)端,結合送(song)(song)端資(zi)源(yuan)條(tiao)件、受端負荷(he)特性、輸電(dian)(dian)通(tong)(tong)道能(neng)(neng)(neng)(neng)力(li)和(he)調(diao)(diao)峰能(neng)(neng)(neng)(neng)力(li),協商(shang)確定輸電(dian)(dian)通(tong)(tong)道送(song)(song)電(dian)(dian)曲線協議。鼓勵(li)送(song)(song)端地區全網(wang)優(you)(you)化水電(dian)(dian)、風電(dian)(dian)、光伏、火電(dian)(dian)、儲能(neng)(neng)(neng)(neng)等電(dian)(dian)源(yuan)配(pei)置,鼓勵(li)受端地區調(diao)(diao)峰資(zi)源(yuan)納入電(dian)(dian)源(yuan)配(pei)置,實(shi)現多能(neng)(neng)(neng)(neng)源(yuan)品種統籌優(you)(you)化、聯合運(yun)行,不斷提(ti)升輸電(dian)(dian)通(tong)(tong)道清潔(jie)能(neng)(neng)(neng)(neng)源(yuan)輸送(song)(song)水平。
(十(shi)一(yi))探索(suo)建(jian)(jian)立清(qing)潔(jie)能源就地消(xiao)納模式(shi)(shi)。清(qing)潔(jie)能源富集地區,鼓勵推廣(guang)電(dian)(dian)采暖、電(dian)(dian)動汽車(che)、港口岸電(dian)(dian)、電(dian)(dian)制氫等應(ying)用,采取多種措施提升電(dian)(dian)力消(xiao)費需求,擴大本(ben)地消(xiao)納空(kong)間(jian)。鼓勵建(jian)(jian)設(she)清(qing)潔(jie)能源分布(bu)式(shi)(shi)項目,建(jian)(jian)設(she)綜合(he)消(xiao)納示范(fan)區,完善清(qing)潔(jie)能源就近交(jiao)易(yi)機制,多途(tu)徑促進(jin)清(qing)潔(jie)能源就地消(xiao)納。
(十二(er))探索(suo)建立(li)清(qing)潔能(neng)源(yuan)輸電(dian)線(xian)路投資創新機制。對(dui)于輸送清(qing)潔能(neng)源(yuan)為主的(de)跨省跨區(qu)輸電(dian)通(tong)道、接入配電(dian)網的(de)清(qing)潔能(neng)源(yuan)發電(dian)項目(mu)配套電(dian)網工程、清(qing)潔能(neng)源(yuan)供電(dian)專線(xian)工程,鼓勵(li)源(yuan)、網、荷各方及社(she)會(hui)資本多元化投資,合理核定輸配電(dian)價格(ge)。
五、構(gou)建清潔能(neng)源(yuan)消(xiao)納閉環監管體系
(十三)加強清潔(jie)能(neng)源(yuan)消納(na)全過程監(jian)測(ce)預(yu)(yu)警。依托全國電力規劃監(jian)測(ce)預(yu)(yu)警平臺(tai)、新能(neng)源(yuan)消納(na)監(jian)測(ce)預(yu)(yu)警平臺(tai)等信息平臺(tai),開展(zhan)清潔(jie)能(neng)源(yuan)消納(na)月(yue)度(du)(du)監(jian)測(ce)、季度(du)(du)評估、年度(du)(du)預(yu)(yu)警,定期發(fa)布(bu)清潔(jie)能(neng)源(yuan)消納(na)空間,建立重大項目跟蹤監(jian)測(ce)機制。
(十四)建(jian)立(li)清(qing)潔能源(yuan)信息(xi)支(zhi)撐系統。應用大數據、物聯網、云計算等技術,建(jian)設清(qing)潔能源(yuan)數字信息(xi)系統,實現資源(yuan)、規(gui)劃、并網、運行、消納等全環節信息(xi)融(rong)合(he),為清(qing)潔能源(yuan)科學規(gui)劃和高質量發展提供支(zhi)撐。
(十五)完善清(qing)潔能(neng)(neng)源(yuan)(yuan)消(xiao)納(na)(na)利(li)用(yong)指(zhi)標(biao)統(tong)(tong)計(ji)體系。制定科(ke)學(xue)合理的清(qing)潔能(neng)(neng)源(yuan)(yuan)可利(li)用(yong)發(fa)(fa)電量(liang)(liang)計(ji)算(suan)方法,利(li)用(yong)大數據(ju)提(ti)高清(qing)潔能(neng)(neng)源(yuan)(yuan)消(xiao)納(na)(na)利(li)用(yong)指(zhi)標(biao)的統(tong)(tong)計(ji)準確(que)性。對節假日、自(zi)然災害等特殊(shu)時期,清(qing)潔能(neng)(neng)源(yuan)(yuan)限發(fa)(fa)電量(liang)(liang)不納(na)(na)入(ru)統(tong)(tong)計(ji)考(kao)(kao)核;對利(li)用(yong)率(lv)超出國家核定的利(li)用(yong)率(lv)目標(biao)地區,清(qing)潔能(neng)(neng)源(yuan)(yuan)限發(fa)(fa)電量(liang)(liang)不納(na)(na)入(ru)統(tong)(tong)計(ji)考(kao)(kao)核。
(十六)組(zu)織(zhi)開展(zhan)清潔(jie)能源(yuan)消納(na)重點監管(guan)。國(guo)家能源(yuan)局各派出監管(guan)機構會同(tong)地方(fang)能源(yuan)主(zhu)管(guan)部門組(zu)織(zhi)對清潔(jie)能源(yuan)項目(mu)及配套電(dian)網(wang)工程建(jian)設(she)、火(huo)電(dian)靈活性(xing)改造等(deng)調峰電(dian)源(yuan)建(jian)設(she)、可再生能源(yuan)保障性(xing)收購、清潔(jie)能源(yuan)市場化交易等(deng)清潔(jie)能源(yuan)消納(na)情況適時進行(xing)重點監管(guan)。
